Town of Souris: July 11th, 2011 – 5:00 p.m.

The level of the Souris River at Souris was recorded at 1362.43 feet above sea level today.  This level has decreased by 0.64 feet since yesterday.  All locations along the Souris River are still under a Flood Warning.

The dikes are completed and are being monitored 24/7. The crew hired to perform these inspections are authorized to enter onto the earthen dikes. These dikes are on Private Property and are not for public use.  Cleaning up of equipment and materials will be ongoing for the next few weeks.

Students that were employed at other positions within Souris and are unable to work due to the flood are now employed as part of our clean up group. Some evacuees were allowed to return home over the weekend, and those unable to return yet will be allowed scheduled visitations. 

If you are one of those evacuees, and require more information please leave a message at the Town Office 483-5219 and someone will return you call.  Due to safety concerns no pedestrians are currently allowed on the bridge crossing the Souris River on Highway # 22.

All 190 evacuees are still out of their homes for now and this will be assessed going forward and all will be notified of any changes. 

Due to safety reasons no pedestrians will be allowed on the bridge crossing the river on Highway # 22. New information will be added to website once a day at 5:00 p.m.


Town of Souris   NEWS BULLETIN     July 6th, 2011 – 9:00 p.m.  

Manitoba Water Stewardship has announced that the Souris River has created at Souris at 1364.68  feet above sea level.  At this time dikes are holding up well and no soft spots are being reported.

Council of the Town of Souris yesterday thanked all the Provincial and Federal Government Agencies who helped in any way to make this battle a successful one, including the 375 Military Personnel from CFB Shilo. We would now like to thank the volunteers, some who came from great distances, young and old to help us.  Over 7500 meals were prepared and served with donated groceries, baking, water, pop, ice, etc. from businesses and individuals. 

Traffic control, volunteer table, reception and inquires, waater brigade, equipment operators, truck/tractor drivers, people staging sandbags on pallets, and sandbagging itself, all were important. It makes us proud to represent such a caring, giving, and hardworking community and region of southwest Manitoba. All 190 evacuees are still out of their homes for now and this will be assessed going forward and all will be notified of any changes.

Town of Souris   NEWS BULLETIN - No. 7     July 5th, 2011   Souris Flood Bulletin   Monday July 5, 2011

The Souris River continued to rise overnight in Souris to 1365.29 feet above sea level.  Work to protect the earthen dikes along the Dickson Street dike continues.  Plum Creek dike and the ring dike Wastewater  Treatment Plant are complete.

All 375 Soldiers from Shilo worked in Souris on Monday.  The soldiers have been instrumental in the flood protection efforts and have been working in very dangerous conditions on the steep slopes outside the dikes and in many cases have been tethered and working right in the water.  20 soldiers have returned this morning to help finish the Dickson Street dike. Local volunteers continue the work of hauling super sandbags to the various locations, getting sandbags on the Dickson Street dike as well as providing food and water to all the hard working flood fighters.  

Manitoba Water Stewardship predicts that the Souris River will begin to crest today July 5th and the majority of flood protection measures are expected to be in place by this afternoon.

The Mayor and Council of the Town of Souris are extremely pleased with co-operation and effort of all involved including Manitoba Infrastructure and Transportation, Emergency Measures Organization, Office of Fire Commissioner, The Forces from CFB Shilo, Manitoba Hydro, Manitoba Telecom Services, Manitoba Conservation, Manitoba Water Stewardship, Manitoba Workplace Health and Safety, RCMP, and all the Volunteers from  near and far.

The Souris River continued to rise overnight in Souris at approximately 1 inch every hour.  Work to protect the earthen dikes along the Plum Creek, Dickson Street dike, and the ring dike surrounding the wastewater treatment plant continues.

Sunday afternoon, 175 additional soldiers from CFB Shilo joined the 200 soldiers deployed on Saturday July 2nd. Through their efforts, more than 180,000 sandbags have been placed on the Plum Creek dike and around the wastewater treatment plant.

The soldiers have been instrumental in the flood protection efforts and have been working in very dangerous conditions on the steep slopes outside the dikes and in many cases have been tethered and working right in the water. Another 200 local volunteers continue the work of setting up pallets of sandbags, hauling sandbags, rock, and fill to the various locations as well as providing food and water to all the hard working flood fighters. Manitoba Water Stewardship predicts that the Souris River will begin to crest by tomorrow July 5th and  the majority of flood protection measures are expected to be in place by this evening.

Manitoba Infrastructure and Transportation crews will be dropping rock into the Souris River on the south side of the Hwy 22 bridge crossing to protect the bridge pillars. As a result of that activity, traffic on the bridge will be reduced to a single lane which may cause lengthy delays. If you can avoid using highway 22 between Elgin and Souris, please do so.


Town of Souris - July 3rd, 2011 -9:00 p.m.

Rising water levels on the Souris River continue to threaten the town of Souris. There is now over 300 Canadian Forces soldiers from CFB Shilo working on topping up the earth dikes with sandbags.  Work will continue tomorrow morning with the help of the soldiers and volunteers.

High levels and fast moving water posed a significant threat to the historic Souris swinging bridge so the Town of Souris with advice from provincial officials made the difficult decision to take pre-emptive action and remove the bridge to prevent the possibility of greater damage if the bridge was swept away by the water. This cut was necessary due to the uncertainty of the anchors holding the cables that support the bridge.

If the bridge was overcome by the rising Souris River the anchors are situated under the earth dike and structural failure would be inevitable. This morning just after 7:30 a.m., crews from the town of Souris, Office of the Fire Commissioner, and Manitoba Infrastructure and Transportation cut the cables holding the east side of the bridge, allowing it to slowly tip over into the river. The bridge is now resting along the west side of the river.

On Saturday, July 2nd, about 200 Canadian Forces soldiers from CFB Shilo arrived and started the work of topping up the earth dikes with sandbags. The crews were back on the job this morning and will continue to work along the Plum Creek as it feeds into the Souris River.

High levels and fast moving water posed a significant threat to the historic Souris swinging bridge so the Town of Souris with advice from provincial officials made the difficult decision to take pre-emptive action and remove the bridge to prevent the possibility of greater damage if the bridge was swept away by the water. This cut was necessary due to the uncertainty of the anchors holding the cables that support the bridge. 

If the bridge was overcome by the rising Souris River the anchors are situated under the earth dike and structural failure would be inevitable. This morning just after 7:30 a.m., crews from the town of Souris, Office of the Fire Commissioner, and Manitoba Infrastructure and Transportation cut the cables holding the east side of the bridge, allowing it to slowly tip over into the river. The bulk of the bridge is now submerged and efforts are underway to clear it from the river.

Originally built in 1904, the bridge covered a span of 582 feet. The bridge had previously been damaged in the spring of 1976 by high water and ice flows. It was re-built at that time, and when the flood threat is over, the town of Souris is committed to restoring this historic landmark again.

For the Plum Creek area only, trucks are hauling dike material 24-7, to make better progress on the dike work to help ensure the area bridge can kept open as long as possible. This hauling is expected to last until Sunday.

There are approximately 65 workers dedicated to the response, from the Town of Souris, Province of Manitoba and contractors. There are approximately 250 local volunteers as well.

Highway 22 is open for traffic but there will be delays for traffic, due to heavy equipment, large trucks and workers moving through the area.  Priority must be given to this equipment.  All motorists are asked to avoid any unnecessary travel through construction areas.  This also includes Crescent Avenue, 3rd Street South and 7th Avenue West. June 29, 2011 Flood Update:

Work continues and  progress is being made on all priority areas requiring flood protection in the Town of Souris, including:

the water treatment plant;
the wastewater treatment plant;
all residential areas at risk;
and the swimming pool.

Progress continues in the areas known as the Dickson Street dike, Plum Creek Bridge, where dikes are being raised. For the Plum Creek area only, trucks will begin hauling dike material 24-7, to make better progress on the dike work to help ensure an area bridge can kept open as long as possible. This hauling starts tonight and is expected to last several days. There are approximately 65 workers dedicated to the response, from the Town of Souris, Province of Manitoba and contractors.

There are a number of local volunteers as well. Highway 22 is only open for authorized traffic and there are delays for local traffic, due to heavy equipment and large trucks moving through the area. 

Priority must be given to this equipment.  All motorists are asked to avoid any unnecessary travel through construction areas.  This also includes Crescent Avenue, 3rd Street South and 7th Avenue West.

The latest information predicts the crest will occur July 6 to July 10, at a level of 1,368.5 feet. The number of evacuees today is at 190, representing 93 households.

Evacuees are being registered at the Souris and Glenwood Community Hall, where representatives of the Town of Souris and the Red Cross will provide them with information and assistance and, if required, make arrangements for accommodations.

Evacuees are reminded to move household contents from basements or lower levels before leaving and to take all essential items required for an extended stay, such as medications.

The Assiniboine Regional Health Authority (ARHA) has temporarily suspended acute care and emergency room services at the hospital in Souris.  Acute-care patients are being relocated to other sites and personal care home residents will remain at the Souris Health Care Personal Care Home.

Notice to Souris and area Residents:

As a result of the intense activity still needing to happen at the iron bridge and potential access issues, Souris Health Centre has temporarily suspended Emergency Room & Acute Care Services.

Ambulances will still transport those with emergent medical needs to the Souris Health Centre as long as the bridge remains open.

(examples: chest pain (history of heart disease), difficulty breathing, hemorraging, or sudden onset of severe headaches, dizziness or weakness.

Due to the overwhelming flood situation, the parade that was to be held during Fair weekend (July 9th) has been cancelled.


JUNE 26, 2011 - 4:00PM TOWN OF SOURIS UPDATE:

The Town of Souris requested assistance from the Government of Manitoba to plan and construct dikes to protect the properties and infrastructure in the affected areas. The Engineers have provided instructions for the construction of the dikes.

Crews are currently working on dikes at the Water Treatment and the Wastewater Treatment.

The Town of Souris has issued evacuation orders to residences along the Souris River and Plum Creek. Dikes will be constructed to protect to the levels forecasted by the Water Stewardship Branch. The construction of dikes will be overseen by staff from Manitoba Infrastructure and Transportation Department.

Evacuees are requested to register at the Souris and Glenwood Community Hall at 30-3rd Ave. W.

Highway 22 has been closed to local traffic only thru the town to assist with the dike construction and evacuation of residences.

JUNE 21, 2011:

Residents: Please do not remove your flood barriers until advised to do so.

The Souris River is expected to rise again the beginning of July.

Residents will be notified of expected water levels once the Town/RM receives this information.

Fireworks for Canada Day have been postponed.


AS OF JUNE 15, 2011:

********WATER USE ADVISORY FOR THE TOWN OF SOURIS****

The Town of Souris' sewer system has become overwhelmed due to heavy rainfall. Residents are being asked to limit the use of water as much as possible until further notice.

*There is No water quality advisory. Water is safe to use and consume.

Town of Souris Mandatory Evacuation

This is a precautionary evacuation!

This only affects the people in the designated areas which have already been informed.
If you have not received a notice, your area is OK.

If we have major concerns we will use the siren to notify the Town. Listen to the radio for further instructions.

PLEASE STAY AWAY FROM THE CREEK, RIVER, AND ANY BARRICADED STREETS AND DIKES!!

The RM of Glenwood does not recommend travel on municipal roads and wishes to advise travel will be at individuals' own risk. In addition, please respect and obey the signage.

A big thank you to all volunteers that helped in the flood fighting effort. Without your help we would not have been able to prevent major disaster. THANK YOU!


The Town of Souris has declared a local state of emergency as of 1:00pm Tuesday April 12, 2011

 

The Souris River crested on Saturday April 23rd @ 1359.69

We are still monitoring the Souris River level. We are also keeping a close watch on the Plum Creek and will inform you if anything changes.

Use of siren: 4rings=Assistance needed (i.e. to help sand bagging)
