Public Appeal – Parking Personal Items on Private Property Not Permissible

It has been noted that several residents of Souris are utilizing public/municipal property for parking and/or storing their personal items, i.e. vehicles, campers, trailers, etc.  This common occurrence is not a permissible activity and cannot continue.  Personal items need to be parked and/or stored on private property and not on streets and back lanes.

The Municipality of Souris-Glenwood Council wishes to advise of possible safety problems this activity may have to both the general public and our employees, i.e. visual impediment, traffic flow restrictions, snow traps, snow removal hazard, emergency interference/delays, maintenance delays & public/staff safety.

The Municipality of Souris-Glenwood Council is concerned with the potential liability created by the citizens’ actions and wishes to inform the residents that the municipality will not accept any responsibility for damages to persons or property.

Council requests residents to take immediate action to rectify this situation; and that citizens refrain from any such actions in the future.  Thank you in advance for your anticipated cooperation in this matter.

Public Notice – Elm Trees

PUBLIC NOTICE to Urban Property Owners Regarding Elm Trees.

Public notice is hereby given that the Municipality of Souris-Glenwood will have basal spraying performed on public and private Elm Tree bark to control the Elm Bark Beetle.

The contractor intends to conduct the spraying on Saturday, July 22, 2017 (weather permitting). The alternate date will be Saturday, July 29, 2017.  Any trees missed will be sprayed prior to October 31, 2017.

Pet Owners Info.

Annual DOG LICENSESMUNICIPALITY OF SOURIS-GLENWOOD BY-LAW No. 1780 states:  “The owner of every dog must register such dog”.  License will be issued upon proof of rabies vaccination.  Annual Cost is $10 per dog from Jan. 1 – April 30 and $20 per dog from May 1 – December 31.

Reminder to PET OWNERS:  All pets must be under your complete control at all times.   Any pet found running loose will be impounded by the Animal Control Officer.   Fines will be issued to redeem your pet.

When walking with your pets you are responsible for cleaning up after them.
Please gather all excrement deposited by your dog and dispose of on your premises or designated receptacles.

All dogs must have a license.  Proof of rabies vaccination is required at time of licensing.

Unsightly Properties

PUBLIC NOTICE – UNSIGHTLY PROPERTY:  MUNICIPALITY OF SOURIS-GLENWOOD PROPERTY OWNERS.  Clean Up, Clean Up, All Property Owners Are Required To Clean Up.  Property Owners are required to keep their properties in a clean and tidy manner.  By-Law No. 1819:  Being a by-law to maintain property and … unsightly property.”  Property shall be kept free and clear from rubbish, garbage and other debris; holes and excavation; growth of grass & weeds, household appliances; derelict vehicles.

Dust Control Application & Payment

DUST CONTROL application & payment is required prior to the product being applied. Rural residents within the Municipality wanting dust control product applied to the road adjacent to their yard site may do so by completing an application form at the Municipal Office along with payment.  For further information please contact the Municipal Office at 204-483-5200.

Curbside Garbage Info

Curbside Garbage Pickup

Reminder to residents:

  • Heavy bags will not be picked up as bags can tear.
  • Please keep areas where garbage is stored as clean as possible. Garbage cans are preferred as it keeps animals out.
  • If a Statutory Holiday occurs during the work week, curbside garbage collection occurs one day later for that week only.

Tree Branches and Bagged Leaves
Tree branches and bagged leaves are generally picked up on Fridays. Please have the branches and bagged leaves put to the curb so Public Works staff can picked them up. If you have a truck or trailer and are able to bring them to the Transfer Site (1 mile east of town on PTH2) there is a large pile for trees and leaves.

REMINDER: Noise Bylaw

With summer holidays approaching lets all keep this in mind!

BY-LAW NO. 1773

Being a by-law of The Town of Souris for the regulation or prevention of noise.

AND WHEREAS the Council of The Town of Souris deem it advisable and expedient 

to enact a by-law prohibiting unnecessary noises within the Town of Souris;

NOW THEREFORE the Town of Souris, in Council, regularly assembled, enacts

as follows:

2.      PROHIBITED ACTS

2.1     Noise Nuisance Prohibited

        Except to the extent permitted by this By-law no person shall within the Town of 

        Souris make, continue to cause to be made or continued, any noise nuisance.

C.      Construction Activities 

No person shall operate or permit the operation of any tools or equipment used in construction, drilling, or demolition work on Sundays at any time or on weekdays between the hours of 11:00 o’clock P.M. and 7:00 o’clock A.M., the following day or on Saturdays and statutory holidays after 11:00 o’clock P.M. and before

7:00 o’clock A.M.

I. Radios, Television Sets, Musical Instruments, and Sound Producing Devices in

  Residential Districts.

No person shall operate, play, or permit the operation of playing of any radio, television, phonograph, drum, musical instrument, loudspeaker, public address system, sound amplifier, or similar device in a commercial district which produces, reproduces or amplifies sound in such a manner as to create a noise nuisance at a point of reception, unless used for the purpose of advertising some patriotic or other public object and unless a permit has been issued by the Town of Souris.

**EXCEPTIONS**

The provisions of this By-law shall not apply to:

Work performed in respect of the maintenance, construction, or demolition of a public right-of-way or public space
